Most of the "stories" in this collection are short; one of them is only a few paragraphs. I put the word "stories" in quotations as most of them are far too underdeveloped to be considered stories. They read more like incident reports and seem to be lacking something, whether it is interest in the characters, development of character, setting, or theme, resolution, or in some cases a plot.Each story is followed up with a brief author's note, most of which mention that it's the first time the story has been in print (with the exception of, I believe, two stories that were published on websites. I could be wrong, but I'd have to go back and read them all to double check and it was enough of a chore to read through to the end the first time). A couple of them even mention that the stories have been submitted and rejected several times. If your story has been rejected by multiple sources, chances are it's a sign that there's something wrong with it.
The book is not entirely devoid of value. Several of the incidents and a couple of the actual stories do show at least a hint of promise, particularly the Old Silk Hat and The Mayor, which taken together keep this from being a one star review. Several others could use some work. Quite a few (again labeled as "first time in print") would be far better off not having seeing print, or at least readers would be far better off if they hadn't. While it isn't a constant problem, there are a lot of places where the writing style is very simplistic as if written to be understood by a 12 year old.
I won't comment on every story, but to give an example:
The first story, which according to the note it has been rejected many times and is seeing its first time in print in this collection (I'll stop beating the dead horse of this point now), consists of a young girl haunted by demons. Turns out the demons are actual manifestations of her inner demons, brought on by her low self esteem created in large part by her bitch of a mother who tells her she's stupid, ugly, and other disparaging comments. The story ends with the girl committing suicide when she accidentally finds out that physically hurting herself harms the demons. Yes, the story is about a girl whose life sucks so she kills herself to quiet her inner demons. /enter sarcasm mode/ I wonder why no editors have opted to print it? /sarcasm mode off/.
Other stories consist of: a woman who decides to kill everyone in her town, I'm not entirely sure why, or maybe I've just forgotten in the 12 hours or so since I read that one (must've made an impression); a woman who crawls through a basement window and ends up turning into a bug; a guy who thinks a hotel (the building itself) won't let him leave, so he kills another guy to take his place and flee (the story closes as he's driving away. I can only imagine that a couple of days later the police have him in for questioning as he was seen leaving the hotel in a hurry the same day another man is found slain in the hot tub, and has a pocket knife that matches the wounds and probably has some dried blood on it); a guy who cremates his not-yet-dead girlfriend/wife/whatever, though we are given no reason why or anything leading up to it, as the story was only one kindle page long.
If you are looking for Halloween stories, be aware that most of the stories have nothing to do with Halloween, beyond being somewhat strange/supernatural/vaguely creepy Weird Tales or Twilight Zone wannabees. Even the titular story Halloween Sky actually takes place in June. If you're looking for something truly Halloween, then move along. These aren't the tales you're looking for.

Remember Tales from the Crypt? Based on the old comic books, the series ran from the late 80's through the 90's. Each episode was a campy romp through the realm of horror. Not deep, pseudo-intellectual horror draped in layers of innuendo and allegory. No, good-old-fashion monster-under-the-bed horror that sometimes forced an inappropriate laugh. That is what Halloween Sky and Other Stories reminds me of cheesy horror meant to make your skin crawl while occasionally laughing at things you really should not find funny.
The weakest story in the collect is actually the title story. In Halloween Sky, young Anne is being chased by demons of her mother's making, each representing some ideal that Anne has been told she will never achieve. The dialogue throughout the story felt forced and the nature of the demons never quite comes across as believable in the context of the story. It wasn't a bad story, but didn't quite live up to some of the others in the collection.
The strongest story in the collection is The Mayor. 15 years after a zombie apocalypse (why does there ALWAYS have to be a zombie apocalypse?), the mayor of a community of survivors is a far worse monster than anything undead. The story strikes at the heart of what makes the survival horror genre entertaining with engaging characters and concise, intense scenes that drive the story forward like a freight train.
If you are looking for high-brow psychological horror with layers of metaphor to decipher, this isn't it. This is fun, scary, straightforward horror meant to generate an immediate emotional response. The stories are short and to the point, covering all the tried and true motifs of the genre. Cursed body parts, zombies, haunted houses, and things that go bump in the night are the focus of this collection. The only thing missing is the creepy, desiccated corpse cracking jokes in between the tales.
